The account is named for the third brigade of the Murtadi Abdul Sattar Force, which is affiliated with the Iraqi Federal Police.
The video was posted to a YouTube account in the name of a brigade fighting in Mosul and affiliated with the Iraqi Federal Police. The brigade was described as being under the control of Maj Murtadi Abdul Sattar. A person by that name was described in some Facebook posts as being affiliated with the Iraqi Federal Police in Mosul. See here and here.
